Robert D. Becker
Robert D. Becker is the Owner and President of R.D. Becker Valuation LLC. With more than two decades of real estate appraisal experience, he holds Certified General Real Estate Appraiser licenses in Illinois, Indiana, and Missouri — enabling him to serve clients across a multi-state region.
Robert holds the Appraisal Institute's most prestigious designations — MAI, SRA, and AI-GRS — along with the American Society of Appraisers' ASA designation with a Going Concern Certificate. He earned his Bachelor of Science in Business Finance from Eastern Illinois University in 2004 and has since completed advanced coursework in income capitalization, litigation appraising, condemnation, going concern valuation, and expert witness testimony.
His practice focuses on property tax appeals, litigation support, condemnation, and complex valuation assignments. Robert specializes in big-box stores, large retail developments, industrial properties, hotels, agricultural land, and special-purpose properties. He has been qualified as an expert witness before the Illinois Property Tax Appeal Board (PTAB), Missouri State Tax Commission (STC), Nebraska Tax Equalization and Review Commission (TERC), and Indiana Board of Tax Review (IBTR).
Beyond client work, Robert is an active instructor at the Illinois Property Assessment Institute, where he has taught courses on commercial property valuation, farm building valuation, self-storage facilities, manufactured homes, capitalization rates, and residential properties since 2019. He has also developed and presented seminars on hotel valuation, valuation modeling, and entrepreneurial incentive for organizations including the Appraisal Institute's Chicago Chapter and the Illinois Property Tax Association.
Robert and his wife Kristin are also the owners of BMI Properties, a real estate investment company operating in Central Illinois. His dual perspective as both an appraiser and real estate investor gives him practical, market-grounded insight that strengthens every valuation.

The most prestigious commercial appraisal designation. Requires extensive education, experience, a comprehensive examination, and demonstrated competence in the valuation of commercial, industrial, residential, and other types of properties.
The Senior Residential Appraiser designation demonstrates advanced knowledge and experience in residential property valuation, including complex assignments requiring specialized expertise.
Conferred by the American Society of Appraisers, requiring five years of full-time appraisal experience, rigorous examinations, and peer-reviewed report submissions.
The General Review Specialist designation demonstrates competence in appraisal review — the process of evaluating another appraiser's work to determine its quality, completeness, and compliance with standards.
Community Involvement
Public Service
Robert served as Mattoon City Commissioner from 2011 to 2013, where he helped manage the city's $35 million budget, supervised the initial stages of a $20 million sewer project, and initiated the city's first comprehensive plan since 1964.
Civic Engagement
A devoted member of the Mattoon Rotary Club, Robert has served two terms on the board of directors, served as club president, and is a two-time Paul Harris Fellow. He received the Rotarian Rookie of the Year award and continues to give back through a variety of local non-profits.
